Peekskill, N.Y., Code of Ordinances ch. 332 § 332-10 establishes a framework governing access to residential premises for inspection and repair purposes. Authorized inspectors must identify themselves and explain their purpose before entering, and entry requires permission from an owner, operator, agent, or occupant. Separately, occupants are required to allow owners or their representatives into the dwelling at reasonable hours when access is needed to make repairs or alterations required by the Uniform Code or a lawful order.

For Property Managers

Under § 332-10, compliant property owners and operators generally ensure that any authorized representative they send to a dwelling for repairs or alterations arrives at a reasonable hour and is prepared to explain the purpose of the visit. Owners also typically cooperate with bureau or Department of Health inspectors who present proper identification and state their purpose, rather than obstructing or refusing access. Maintaining clear communication with occupants about the timing and reason for entry is consistent with the access standards this section establishes.

For Tenants

Section 332-10 gives occupants a role in the inspection process: inspectors must show identification and state their purpose, and entry is conditioned on permission from the occupant or another authorized party. At the same time, the provision requires occupants to allow owner-side access at reasonable hours for repairs needed to comply with the Uniform Code, meaning that right of access runs in both directions. Tenants who have questions about whether an access request meets the standards set out in § 332-10 may wish to consult a local tenant-rights organization or the relevant municipal office for general guidance.
