Plain English — not legal advice.
Operators of affordable and workforce housing units subject to ch. 155 § 155-3 are generally expected to verify that every incoming household falls within the applicable AMI band—40%–60% for affordable rentals and 61%–80% for workforce rentals and for-sale units—before executing any lease or sale agreement. Marketing and applicant screening must follow the City's Policies and Procedures for Affordable and Workforce Housing, and the City may assign a qualified not-for-profit organization to handle outreach and selection on the operator's behalf. Maintaining documentation of income eligibility for each tenancy or sale throughout the entire affordability period is a core compliance expectation under this provision.
