For Property Managers

Operators of mobile home courts subject to ch. 149 § 149-55 generally ensure that site design and construction align with applicable zoning and building codes, that open areas provide adequate privacy, light, and ventilation, and that drainage systems effectively manage both surface and subsurface water. Compliant operators typically maintain paved walks, driveways, and parking areas; keep overhead wires at least 18 feet above driveways and parking spaces; and provide exterior lighting sufficient for safe nighttime movement. Operators also take care to prohibit occupied travel or vacation trailers from being stationed within the court, as § 149-55(G) expressly bars such temporary living arrangements.

For Tenants

Residents of mobile home courts in Oswego benefit from the standards set out in ch. 149 § 149-55, which require the property to be properly maintained, adequately drained, safely lit, and accessible under normal weather conditions. If conditions such as poor drainage, inadequate lighting, unpaved surfaces, or low-hanging overhead wires appear to fall short of these requirements, tenants may consider documenting the issues and contacting the appropriate Oswego municipal code enforcement office to report potential violations. Tenant-rights organizations familiar with local housing codes can also help residents understand what remedies or complaint processes may be available under § 149-55.
