Section 149-36 of Oswego's Code of Ordinances establishes safety and maintenance standards for elevators, dumbwaiters, and escalators in multiple residences. The rule requires that these systems be kept free of physical and fire hazards, that cars display rated-capacity signs in visible locations, and that emergency signaling devices be available inside elevator cars. It also mandates that hoistways, pits, and machine rooms be kept clean and uncluttered, prohibits storing flammable liquids in machine rooms, and bars anyone from disabling required safety or electrical protective devices except during authorized tests, inspections, or maintenance.

Property owners and managers subject to ch. 149 § 149-36 of the Oswego Code of Ordinances generally maintain a documented inspection and maintenance schedule for all elevators, dumbwaiters, and escalators on the premises. Compliant operators ensure that capacity signs are posted conspicuously in each car, that emergency signaling devices remain functional, and that hoistways, pits, and machine rooms are kept clear of refuse, excess materials, and flammable liquids. Safety and electrical protective devices are left fully operational at all times, with any temporary disabling limited strictly to authorized testing, inspection, or maintenance activities.

Under § 149-36 of the Oswego Code of Ordinances, tenants in multiple residences have a right to elevators and related equipment that are maintained free of hazards, equipped with proper capacity signage, and fitted with working emergency signals. If an elevator, dumbwaiter, or escalator appears unsafe—for example, if safety devices seem disabled, machine rooms are cluttered with flammable materials, or emergency call systems are non-functional—residents may report the condition to the City of Oswego's code enforcement office. Tenants can also contact a local tenant-rights organization to understand what documentation to gather and what remedies may be available under local housing code.
