Property owners and managers subject to Oswego, N.Y., Code of Ordinances ch. 149 § 149-34 generally ensure that all fuel oil storage tanks are equipped with venting, are installed to avoid hazard to surrounding property, and are maintained in that condition over time. Compliant operators use fixed piping for all filling, emptying, and venting operations, pitch underground tank pipes toward the tank, and position fill and vent pipe terminals outside buildings at a safe distance from openings.
