Oswego, N.Y., Code of Ordinances ch. 149 § 149-26
A. General requirements. (1) Fuel gas-piping systems shall be installed and maintained so as to remain gastight, safe and operative under conditions of use. (2) Fuel gas-piping systems shall provide a supply of gas sufficient to meet the maximum expected demand of the installed gas-burning appliances connected thereto. B. Shutoff valves. (1) Gas-piping systems shall have at least one accessible means for shutting off all gas supply, and such means shall be maintained in good operating condition. (2) An easily accessible shutoff valve or cock shall be provided in the piping in close proximity to and ahead of every outlet for gas appliance. C. Service equipment for gas supplied from utility mains. Gas services, gas meters and gas pressure regulators shall be located so that they are protected from damage. D. Gas refrigerators and ranges. Gas refrigerators and ranges shall be installed with clearance for ventilation and shall be maintained in good operating condition. E. High-pressure gas. Any service connection supplying gas at a pressure in excess of one psi gauge shall be provided with a device to reduce such pressure to not more than 1/2 psi gauge prior to entering the meter, except where such service supplies equipment using gas at high pressures. F. Liquefied petroleum gas. (1) Undiluted liquefied petroleum gas in liquid form shall not be conveyed through piping equipment and systems in buildings. (2) Liquefied petroleum gas shall not be vaporized by devices utilizing open flame or open electrical coil. (3) Where two or more containers are installed, connection shall be arranged so that containers can be replaced without shutting off the flow of gas to equipment. (4) Containers shall be designed, stored and located so as not to be a hazard to the premises served or to the surrounding property. (5) Systems shall be provided with safety devices to relieve excessive pressures and shall be arranged so that the discharge terminates at a safe location. (6) Systems shall have at least one accessible means for shutting off the gas. Such means shall be located outside the building and shall be maintained in good operating condition.

Plain English

Section 149-26 of Oswego's Code of Ordinances establishes comprehensive safety standards for fuel gas systems in buildings, covering everything from piping integrity and shutoff valves to liquefied petroleum gas (LPG) storage and pressure regulation. The rule requires that gas-piping systems remain gastight and capable of meeting appliance demand, that accessible shutoff valves be present and functional, and that service equipment be protected from damage. Special provisions address high-pressure gas connections, requiring pressure reduction before the meter, and LPG systems, which must include safety relief devices, proper container placement, and an exterior shutoff accessible without entering the building.

For Property Managers

Property owners and managers operating under Oswego Code ch. 149 § 149-26 generally ensure that all fuel gas piping is regularly inspected for leaks and maintained in a gastight, operative condition. Compliant operators keep individual appliance shutoff valves accessible and in working order, verify that service meters and pressure regulators are shielded from physical damage, and confirm that any LPG containers are properly stored with functioning pressure-relief devices and an exterior shutoff valve. Operators also confirm that high-pressure service connections include the required pressure-reduction device before the meter, and that gas refrigerators and ranges have adequate ventilation clearance.

For Tenants

Under Oswego Code ch. 149 § 149-26, tenants have a right to gas systems that are safe, gastight, and equipped with accessible shutoff valves near each appliance as well as at least one master shutoff for the entire supply. If a tenant notices signs of a gas leak, a missing or inoperable shutoff valve, improperly stored LPG containers, or gas appliances lacking adequate ventilation clearance, these may constitute violations of this provision. Tenants can report such conditions to the City of Oswego's code enforcement office, document the issue in writing to their landlord, or reach out to a local tenant-rights organization to understand available options.
