It shall be prohibited to: A. B. Accumulate or store materials on fire escapes or stairs, in stairways or passageways, at door or windows or in any other location where in the event of fire such material may obstruct egress of occupants or interfere with fire-fighting operations.

Under Oswego, N.Y., Code of Ordinances ch. 149 § 149-20, compliant property operators generally ensure that flammable or explosive substances — such as paints, volatile oils, and cleaning fluids — are stored only in locations that have been formally approved for that purpose. Operators also routinely inspect fire escapes, stairways, passageways, and areas near doors and windows to confirm that no materials are stored there that could impede evacuation or interfere with fire-fighting operations. Maintaining clear egress routes and proper storage practices is a standard part of ongoing property management under this provision.
