Section 77-9 of Oneida's Code of Ordinances, Chapter 77, establishes a comprehensive list of duties that rooming and lodging house operators must fulfill to keep their premises safe, sanitary, and properly maintained. The rule covers everything from capping occupancy at permitted levels to exterminating pests, keeping exits clear, and maintaining cooking, plumbing, and refrigeration equipment in working order. It also requires proper garbage disposal and the installation and upkeep of required screens, placing responsibility for all of these conditions squarely on the operator.
Plain English — not legal advice.
Operators of rooming and lodging houses in Oneida are expected, under § 77-9 of Chapter 77, to actively manage a broad range of property conditions rather than wait for complaints to arise. Compliant operators routinely monitor occupancy counts against permitted maximums, schedule regular inspections of plumbing, appliances, and service facilities, and maintain a documented pest-control program. Keeping exits unobstructed, disposing of refuse properly, and ensuring walls, floors, ceilings, and screens meet sanitary standards are all part of day-to-day operational responsibility under this provision.

Residents of rooming and lodging houses in Oneida benefit from the protections established in § 77-9 of Chapter 77, which places the burden of maintaining safe and sanitary conditions on the operator, not the tenant. If conditions such as pest infestations, blocked exits, broken plumbing, or unsanitary common areas are present, tenants may report these concerns to the City of Oneida's code enforcement office, which has authority to investigate compliance with Chapter 77. Tenants may also wish to document conditions with photographs and written records, and can reach out to a local tenant-rights organization to understand the range of options available to them.
