Section 77-83 of Oneida's Code of Ordinances establishes sanitation and safety standards for swimming pools. It requires that pool water supplies be clean and protected from cross-connection and backflow, that adequate drainage systems be in place both for the pool itself and for surrounding floor areas, and that filtering and sterilizing equipment be sufficient to maintain water quality during use. Equipment that produces hazardous fumes must be housed in ventilated spaces, and the overall installation must be designed and maintained to keep foreign matter out of the bathing area.

For Property Managers

Property owners and managers operating swimming pools subject to ch. 77 § 77-83 generally ensure that water supply lines are protected against backflow and cross-connection, and that drainage systems are properly configured so that runoff from pool surrounds cannot re-enter the pool. Compliant operators routinely verify that filtration and sterilization equipment is adequate for the pool's usage periods and that any chemical or gas equipment is housed in properly ventilated rooms. Maintaining records of equipment inspections and water quality checks is a common practice among operators seeking to demonstrate ongoing compliance with § 77-83's maintenance requirements.

For Tenants

Tenants or residents who use a swimming pool covered by Oneida Code ch. 77 § 77-83 have an interest in knowing that the pool's water supply, drainage, and filtration systems must meet the standards set out in that section. If a pool appears to have unsafe water quality, inadequate drainage, or improperly housed chemical equipment, those conditions may represent a violation of § 77-83 that can be reported to the appropriate local code enforcement or health authority in Oneida. Tenant-rights organizations or local housing agencies can help residents understand what documentation to gather and what complaint processes may be available.
