Plain English — not legal advice.
Under ch. 77 § 77-78, compliant residential property operators maintain a continuous connection to an approved potable water source, keeping it free from contamination and isolated from any private or unsafe supplies. They also ensure that plumbing systems deliver adequate pressure and volume to all fixtures, that heating or cooling water circuits are fully separated from the domestic supply, and that hot water systems are equipped with functioning pressure and temperature relief devices. Routine inspections and prompt maintenance of these systems are characteristic of operators meeting the standard set by this provision.

Section 77-78 of Oneida's Code of Ordinances gives residential tenants the right to a continuous supply of safe, adequately pressurized potable water, as well as hot water systems equipped with proper safety devices. If a tenant observes contaminated water, insufficient pressure, unusual plumbing noise, or missing safety equipment, these conditions may constitute violations of this provision. Tenants can document such conditions, notify their landlord in writing, and explore options such as filing a complaint with the appropriate local code enforcement office or reaching out to a tenant-rights organization for guidance on available remedies.
