Section 77-41 of Oneida's Code of Ordinances establishes safety and maintenance standards for elevators, dumbwaiters, and moving stairs in multiple dwellings. The rule requires that these systems be kept free of physical and fire hazards, that cars display rated-capacity signs in visible locations, and that emergency signaling devices be available inside elevator cars. It also prohibits tampering with required safety or electrical protective devices, except during authorized tests, inspections, or maintenance, and mandates that hoistways, pits, and machine rooms be kept clean and free of hazardous materials.

For Property Managers

Property owners and managers operating multiple dwellings in Oneida are expected to maintain elevators, dumbwaiters, and moving stairs in compliance with ch. 77 § 77-41 on an ongoing basis. Compliant operators typically schedule regular inspections, ensure that rated-capacity signage is posted conspicuously in each car, verify that emergency signaling devices are functional, and keep hoistways, pits, and machine rooms clear of refuse, oil, grease, flammable liquids, and unnecessary stored materials. Operators also take care that safety and electrical protective devices are never rendered inoperative outside of formally conducted tests, inspections, or maintenance activities.

For Tenants

Tenants living in Oneida multiple dwellings have an interest in the elevator and dumbwaiter safety standards set out in ch. 77 § 77-41, which require that these systems be hazard-free, properly signed, and equipped with working emergency signals. If a tenant observes conditions that appear to violate these standards—such as missing capacity signs, blocked hoistways, or apparent tampering with safety devices—they may consider reporting the concern to the appropriate local code enforcement or housing authority. Tenant-rights organizations can help residents understand what documentation to gather and what local complaint processes may be available.
