Plain English

Ogdensburg, N.Y., Code of Ordinances ch. 117 § 117-6 prohibits housing discrimination within the City of Ogdensburg on the basis of race, color, religion, sex, handicap, familial status, or national origin. The rule covers a wide range of conduct: refusing to sell or rent, applying unequal terms or conditions, publishing discriminatory advertisements, misrepresenting a unit's availability, and the practice commonly known as 'blockbusting'—profiting by steering residents through fear-based representations about neighborhood demographics. Certain exemptions exist under Article III of the same chapter, which narrow the scope of who and what is covered.

For Property Managers

Under § 117-6, property owners and managers operating in Ogdensburg are generally expected to evaluate all prospective buyers and renters on neutral, non-discriminatory criteria unrelated to the protected characteristics listed in the provision. Compliant operators typically ensure that advertising, application processes, lease terms, and communications about unit availability are free of any language or practice that signals a preference or limitation based on race, color, religion, sex, handicap, familial status, or national origin. Operators should also be aware that soliciting sales by making representations about neighborhood demographic changes—so-called blockbusting—is independently prohibited by § 117-6(E).

For Tenants

Section 117-6 of Ogdensburg's Code of Ordinances gives residents and prospective residents a basis to challenge a broad range of discriminatory housing practices, including being told a unit is unavailable when it is not, being offered different lease terms, or encountering discriminatory advertising. Individuals who believe they have experienced a violation may consider documenting the conduct, filing a complaint with a local or state fair housing authority, or reaching out to a tenant-rights or fair housing organization for guidance on available remedies. Because Article III of ch. 117 contains exemptions, understanding whether a particular housing situation falls within or outside those exemptions may be relevant to any next steps a person chooses to explore.
