Plain English

Section 117-3 of Ogdensburg's Code of Ordinances sets out the legal and policy foundation for the city's fair housing obligations. It references federal law—including Title VIII of the Civil Rights Act of 1968 and the Housing and Community Development Act of 1974—which prohibit discrimination in housing sales, rentals, and financing on the basis of race, color, religion, national origin, sex, familial status, or handicap. Because Ogdensburg receives Community Development Block Grant funds, it is also required under federal regulations to take affirmative steps to overcome the effects of past discrimination in programs and activities supported by those funds.

For Property Managers

Property owners and managers operating in Ogdensburg should be aware that § 117-3 reflects the city's commitment to the fair housing standards established by federal law, including Title VIII of the Civil Rights Act of 1968. Compliant operators generally ensure that their rental and sales practices do not exclude or disadvantage applicants on the basis of race, color, religion, national origin, sex, familial status, or handicap. Those whose properties or activities intersect with community development funding should be especially attentive to the affirmative action obligations outlined in the referenced federal regulations.

For Tenants

Section 117-3 establishes that Ogdensburg has committed, as a recipient of federal community development funds, to ensuring that no person is excluded from or discriminated against in housing programs on the basis of race, color, religion, national origin, sex, familial status, or handicap. Tenants who believe they have experienced discrimination in a housing program or activity connected to community development funding may have grounds to raise that concern with the city or with federal agencies such as the U.S. Department of Housing and Urban Development. Consulting a local tenant-rights organization can help individuals understand which enforcement paths may be available under this provision and related federal law.
