Section 310-6 of Norwich, N.Y., Code of Ordinances ch. 310 establishes minimum equipment and facility standards that every dwelling or dwelling unit must meet before it can be occupied. Each unit must have a functioning kitchen sink, toilet, lavatory basin, and bathtub or shower—all properly connected to potable water and a sewer system—along with hot and cold water, water-heating capable of reaching at least 120°F, adequate garbage storage, and a safe means of egress. Under limited conditions described in Subsection D, occupants of up to two units sharing no more than eight rooms and six total occupants may share a single toilet, basin, and bathtub or shower, provided those fixtures remain in good working order.

Operators of rental dwellings in Norwich should ensure that every unit offered for occupancy fully satisfies the equipment requirements of § 310-6 before a tenant moves in and throughout the tenancy. Compliant operators routinely verify that all plumbing fixtures—kitchen sink, toilet, lavatory basin, and bathtub or shower—are in good working condition, connected to both hot and cold potable water, and tied into an approved sewer system consistent with the City's Plumbing Code. They also confirm that water-heating equipment can independently deliver water at no less than 120°F to every required fixture, that garbage storage meets Chapter 474 Article II standards, and that each unit has an unobstructed means of egress.

Tenants in Norwich have a right to occupy a dwelling that meets the baseline facility standards set out in § 310-6, including functioning plumbing fixtures, hot and cold running water reaching at least 120°F, adequate garbage facilities, and a safe exit path. If any of these conditions are absent or fall into disrepair, tenants may document the deficiency and consider reporting it to the City of Norwich's code enforcement or housing inspection authority, which has the power to require corrective action. Tenant-rights organizations familiar with Norwich housing code can help residents understand the options available, including raising a code violation as a defense in certain housing proceedings.
