Section 239-6 of Norwich, N.Y., Code of Ordinances ch. 239 establishes an appeals process for decisions made by the Fair Housing Officer. Any person who disagrees with a Fair Housing Officer's determination has 30 days to request a review before the Common Council, which then schedules a hearing and issues a decision within 35 days of that hearing. The Common Council has broad authority to uphold, reverse, or modify the Fair Housing Officer's original ruling in whole or in part.
Plain English — not legal advice.
Under § 239-6, property owners or managers who receive an adverse determination from the Fair Housing Officer have a defined window—30 days—to seek review before the Norwich Common Council. Compliant operators generally keep careful records of any Fair Housing Officer decisions and note the date of receipt, since the appeal deadline runs from that date. The Common Council's authority to modify or reverse decisions means the appeals process can meaningfully affect the outcome of a Fair Housing Officer's order.
