For Property Managers

Under Norwich, N.Y., Code of Ordinances ch. 239 § 239-5, compliant property owners and managers familiarize themselves with the rules, regulations, and forms issued by the Fair Housing Officer, which are available for public review. Operators generally ensure their practices align not only with the local code but also with applicable state and federal fair housing laws, since confirmed violations of those laws can trigger enforcement action. Staying current with any updates the Fair Housing Officer promulgates helps operators maintain compliance across all relevant requirements.

For Tenants

Norwich, N.Y., Code of Ordinances ch. 239 § 239-5 gives tenants and others a formal channel to report suspected fair housing violations to the local Fair Housing Officer, who is authorized to investigate such complaints. If an investigation confirms a violation of state or federal law, the provision directs that penalties be carried out, meaning the enforcement mechanism is built into the code itself. Tenants who believe their fair housing rights have been affected may consider contacting the Fair Housing Officer directly, reaching out to a local tenant-rights organization, or consulting resources provided by state or federal fair housing agencies for guidance on available options.
