Under North Tonawanda Code § 51D-15, a certificate of registration for a rental housing unit can be issued to owners, lessors, or lessees upon request, even if the unit is not otherwise required to be registered under § 51D-3. Once issued, the certificate remains valid for one year or until ownership of the property changes hands, whichever happens first. This provision establishes both the voluntary availability of the certificate and the conditions under which it expires.

For Property Managers

Property owners and managers in North Tonawanda should be aware that under § 51D-15, a certificate of registration is available on a voluntary basis even for units not mandated to register under § 51D-3. Compliant operators who obtain a certificate typically track its one-year validity period and note that any change of ownership will terminate the certificate before that period ends. Keeping records of the certificate's issuance date and any ownership transfers helps ensure that registration status remains current and accurate.

For Tenants

Section 51D-15 of the North Tonawanda Code of Ordinances means that a certificate of registration may exist for a rental unit even if registration was not strictly required, and tenants can ask their landlord or the relevant municipal office whether such a certificate has been issued for their unit. Because the certificate expires after one year or upon a change of ownership, tenants who want to verify current registration status may wish to check with the city directly. Tenant-rights organizations familiar with North Tonawanda's rental regulations can help explain what the presence or absence of a certificate may mean for a particular rental situation.
