Section 190-86 of Newburgh's Code of Ordinances requires that every dwelling unit and rooming unit maintain a safe, clear path of egress from the building at all times. At minimum, exits must be designed so they cannot be blocked or cut off by fire, and they must be usable by people of varying physical abilities, including children, the elderly, and those with disabilities. Buildings with three or more dwelling units, or where five or more persons rent rooms, must also meet the standards set by New York's Multiple Residence Law, while smaller structures must comply with City regulations.
Plain English — not legal advice.
Under § 190-86, compliant property operators in Newburgh generally ensure that all exit pathways remain clear of obstructions and are maintained in a condition that allows safe evacuation for all occupants, including those with limited mobility. Operators of buildings with three or more units, or where five or more persons rent rooms, typically verify that their exits satisfy the requirements of the Multiple Residence Law in addition to local City regulations. Routine inspections of stairwells, corridors, and exit doors help confirm that egress routes remain unobstructed and functional.
