Section 190-78 of the Newburgh Code of Ordinances establishes minimum plumbing standards for rooming houses. For every four sleeping rooms (or partial group of four), the facility must provide at least one toilet, one bathtub or shower, and one lavatory, all connected to both hot and cold water. In dormitory-style arrangements, the same set of fixtures is required for every ten occupants or fraction thereof, and all fixtures must be reachable by any occupant without passing through another person's private unit or room. Urinals may replace up to one-third of required toilets in male-only restrooms, and all installations must comply with the City of Newburgh's Plumbing Code.

For Property Managers

Operators of rooming houses in Newburgh should be familiar with § 190-78, which sets out specific fixture ratios tied to the number of sleeping rooms or occupants. Compliant operators generally audit their facilities to confirm that one toilet, one bathtub or shower, and one lavatory are available for every four sleeping rooms—or every ten dormitory occupants—and that each fixture is connected to functioning hot and cold water lines. Operators also ensure that shared plumbing facilities are accessible via common areas rather than through any other occupant's private space, and that all plumbing work is installed in conformance with the City of Newburgh's Plumbing Code.

For Tenants

If a rooming house appears to lack the required number of fixtures or if shared bathrooms are not accessible as the provision describes, tenants may consider documenting the conditions and reporting them to the City of Newburgh's code enforcement or housing inspection office.
