Under § 190-77, compliant property operators ensure that each dwelling unit contains all four enumerated plumbing fixtures and that those fixtures are connected to functioning hot- and cold-water lines. Installation and any replacement work is carried out in accordance with the City of Newburgh's Plumbing Code, which may require permits or inspections. Routine maintenance checks help confirm that connections remain operational and that fixtures meet the standard set by this provision.

Section 190-77 establishes a baseline entitlement to working plumbing fixtures—including a kitchen sink, toilet, bathtub or shower, and lavatory with both hot and cold water—in every dwelling unit in Newburgh. If any of these fixtures are absent, non-functional, or lack proper hot- or cold-water connections, that condition may constitute a code violation that tenants can report to the City of Newburgh's code enforcement office. Tenant-rights organizations in the area can provide general information about how to document conditions and what complaint or housing court processes may be available under this provision.
