Plain English — not legal advice.
Under § 190-70, compliant residential property operators routinely inspect interior stairs for signs of wear, warping, looseness, or breakage and arrange timely repairs before defects worsen. They ensure that all open portions of stairs, balconies, landings, and stairwells are equipped with properly balustraded railings capable of bearing normally imposed loads. Operators of multiple-residence buildings also verify that their stairways satisfy the applicable sections of New York's Multiple Residence Law in addition to the local code requirements.
