Newburgh, N.Y., Code of Ordinances ch. 190 § 190-66
Depreciation of surrounding property values
Operative Text
A. Preservation of value. The exterior of every structure used for human habitation shall be so maintained as not to cause a substantial depreciation in property values of the immediate neighborhood. B. Rules and regulations. Exterior wall surfaces shall be kept free from materials, objects and conditions which will have an adverse effect on adjacent premises by reducing the desirability of living conditions in the immediate neighborhood, thereby causing a substantial depreciation in property values.
Newburgh, N.Y., Code of Ordinances ch. 190 § 190-66 establishes that the exterior of any residential structure must be maintained at a standard that does not substantially reduce property values in the surrounding neighborhood. This applies to exterior wall surfaces specifically, which must be kept clear of materials, objects, or conditions that make the immediate area less desirable as a place to live. The rule targets both the general upkeep of the structure and the specific condition of its outer walls as factors that can affect neighboring properties.

Compliant property managers address deterioration, accumulation of debris, or other exterior issues before they reach a level that could be characterized as causing substantial depreciation in neighborhood property values.
