Plain English

Section 190-65 of Newburgh's Code of Ordinances requires that all exterior openings of residential structures be protected against insect entry. During the warm-weather season running from May 1 through October 1, this means that doors used for entry or exit must have either a self-closing device or a self-closing screen door, and windows in habitable rooms, bathrooms, and similar spaces must be fitted with approved screening. The rule applies wherever such screening is genuinely necessary to keep insects out.

For Property Managers

Under § 190-65, compliant residential property operators ensure that all exterior openings are insect-proofed year-round, with heightened requirements in effect from May 1 to October 1. During that seasonal window, operators typically install or verify self-closing devices or self-closing screen doors on all ingress and egress openings (excluding bulkheads), and confirm that windows in habitable rooms, bathrooms, and toilet compartments are fitted with approved screening. Keeping maintenance records of screen installations and inspections can help demonstrate ongoing compliance with this provision.

For Tenants

Section 190-65 gives residents of Newburgh rental housing the right to insect protection at exterior openings, including screened windows and self-closing screen doors or self-closing devices on entry and exit points during the May 1–October 1 period. If a landlord fails to provide required screening or self-closing mechanisms, tenants may consider documenting the deficiency in writing and reporting it to the City of Newburgh's code enforcement office. Tenant-rights organizations in the Hudson Valley region can also help residents understand what remedies or complaint processes may be available under this provision.
