N.Y.C. Admin. Code §§ 27-2001 and 27-2071 establish minimum lighting and ventilation standards for kitchens and kitchenettes in multiple dwellings. Kitchenettes built after July 1, 1949 must have a qualifying window, mechanical ventilation providing at least six air changes per hour, or in top-story units, an appropriately sized skylight with ventilating openings. Doors on such kitchenettes must include metal grilles or open spaces to allow adequate airflow, and kitchenettes accepted or approved by the department on or before July 1, 1952 are considered compliant if they have been maintained according to that approval.

Under N.Y.C. Admin. Code §§ 27-2001 and 27-2071, operators of multiple dwellings generally ensure that kitchens and kitchenettes meet the lighting and ventilation requirements set out in the provision, including verifying that post-1949 kitchenettes have a compliant window, approved mechanical ventilation, or a qualifying skylight arrangement. Compliant operators also confirm that any doors on kitchenettes include the required metal grilles or open clearances to maintain proper airflow. Maintaining documentation of any department acceptance or approval issued on or before July 1, 1952 is a common practice for demonstrating grandfathered compliance.

N.Y.C. Admin. Code §§ 27-2001 and 27-2071 give tenants in multiple dwellings the right to kitchens and kitchenettes that meet specific lighting and ventilation minimums, including adequate windows, mechanical ventilation, or skylights depending on the unit's configuration and construction date. If a kitchenette appears to lack proper ventilation or lighting, tenants may have grounds to raise this as a housing maintenance violation. General enforcement paths include filing a complaint with the New York City Department of Housing Preservation and Development or consulting a tenant-rights organization to understand available options.
