Section 149-63 of Mount Vernon's Code of Ordinances establishes the foundational definitions that govern the window guard requirements in Article 149. Key terms—including 'child or children' (any person 10 years of age or younger), 'Department' (the City of Mount Vernon Department of Buildings), 'landlord,' and 'tenant'—are given specific meanings that apply throughout the article. Notably, the definition of 'tenant' is broad, covering any regular occupant of a dwelling unit whether or not they are a party to a formal lease. These definitions set the interpretive framework for all obligations and rights described elsewhere in the article.

Under § 149-63, the term 'landlord' in Mount Vernon's window guard article encompasses not just property owners but also agents and any person who manages or controls a multiple dwelling. Compliant operators generally familiarize themselves with all defined terms in this section, since those definitions shape the scope of their obligations throughout Article 149. Because 'installation of window guards' is specifically defined to require approval by the City of Mount Vernon Department of Buildings, operators typically ensure that any window guard work meets the Department's standards.

Section 149-63 defines 'tenant' broadly to include any person regularly residing in a dwelling unit, regardless of whether they have signed a lease—meaning informal occupants may still be covered by the protections in Article 149. Tenants who are unsure whether they or their household members fall within the article's definitions, such as the definition of 'child or children' (age 10 or younger), can review this section as a starting point for understanding their rights. Those with questions about how these definitions apply to their situation may find it helpful to contact the City of Mount Vernon Department of Buildings or a local tenant-rights organization.
