Plain English

Section 149-25 of Mount Vernon's Code of Ordinances, Chapter 149, establishes comprehensive safety standards for fuel gas systems in buildings. It requires that gas piping remain gastight and operational, that shutoff valves be accessible and maintained, and that service equipment such as meters and pressure regulators be protected from damage. The provision also sets specific rules for high-pressure gas connections, gas-powered appliances like refrigerators and ranges, and the storage and use of liquefied petroleum gas (LPG), including requirements for pressure-relief devices and exterior shutoff access.

For Property Managers

Under Mount Vernon Code § 149-25, property owners and managers are generally expected to ensure that all fuel gas piping systems are installed, inspected, and maintained in a gastight and operational condition at all times. Compliant operators typically verify that accessible shutoff valves are present near every gas appliance outlet and that at least one street-accessible shutoff is maintained in good working order. For properties using liquefied petroleum gas, operators also ensure that containers are safely stored, pressure-relief devices are in place, and an exterior shutoff mechanism is accessible and functional.

For Tenants

Section 149-25 of Mount Vernon's Code of Ordinances, Chapter 149, establishes tenant-protective standards requiring landlords to maintain safe, gastight fuel gas systems and properly functioning appliances such as gas ranges and refrigerators. If a tenant observes signs of a gas leak, a missing or inaccessible shutoff valve, or improperly stored LPG containers, these may constitute violations of this provision. Tenants can report suspected violations to the appropriate Mount Vernon municipal code enforcement office, and may also wish to consult a local tenant-rights organization to understand available remedies.
