Lockport, N.Y., Code of Ordinances ch. 142 § 142-3
Registration of rental units
Operative Text
A. Owners and lessors, or their respective agents, of rental housing units or multiple dwellings who do not reside or maintain a principal place of business within Niagara County, New York or an adjoining county of Niagara County, New York shall, within two months after the effective date of this provision or within 30 days from the date of mailing forms by the Code Enforcement Officer, whichever occurs first, register with the Department of Building Inspection each rental housing unit or multiple dwelling they own or operate in the City of Lockport. The following information shall be provided: (1) The names and addresses of the owner and/or lessor, and of their respective property manager, agents or other person responsible for the maintenance of the leased premises. The address shall not be a post office address. (2) The name, address and phone number(s) of a property manager or other person responsible for the maintenance of the leased premises located within Niagara County, New York or a contiguous county in the State of New York who can be reached 24 hours per day, seven days a week and upon whom violation orders may be served within the County of Niagara, State of New York or a contiguous county in the State of New York. (3) Such other appropriate information as may be requested, including, but not limited to, number of units, number and type of rooms, number of stories, type of heating system and location of such, sprinkler system and fire alarm controls, etc. B. It shall be the responsibility of the property owner to maintain all information provided to the Code Enforcement Office pursuant to this article, and such owners must inform the Code Enforcement Office of any change in the information provided within 10 days of the change. Failure to maintain the information provided to the Code Enforcement Office pursuant to this article shall subject the owner to the penalties provided for in § 142-4 of this article.
Section 142-3 of Lockport, N.Y., Code of Ordinances ch. 142 requires owners and lessors of rental housing units or multiple dwellings who live or do business outside Niagara County and its adjoining counties to register their properties with the City of Lockport's Department of Building Inspection. Registration must include contact details for a locally reachable property manager or agent—available around the clock—along with physical property information such as unit count, heating systems, and fire safety features. Once registered, owners are obligated to keep that information current, notifying the Code Enforcement Office of any changes within 10 days; failure to do so exposes the owner to penalties set out in § 142-4.
Plain English — not legal advice.
Under § 142-3, operators who own or manage Lockport rental properties but are based outside Niagara County or a contiguous county generally register each unit or multiple dwelling with the Department of Building Inspection within the timeframes the provision specifies. Compliant operators designate a local property manager or contact person—reachable 24/7 and physically located within Niagara County or a contiguous New York county—on whom violation orders can be served, and they provide a street address rather than a P.O. box. Keeping the registration current is an ongoing obligation: any change in the submitted information is reported to the Code Enforcement Office within 10 days to avoid the penalties referenced in § 142-4.

Section 142-3 is designed in part to ensure that tenants and city officials always have a reachable, locally accessible contact responsible for maintaining leased premises. If a tenant believes their out-of-county landlord has failed to register or has not kept registration information current as required by § 142-3, they may report that concern to the City of Lockport's Department of Building Inspection or Code Enforcement Office. Tenant-rights organizations familiar with Niagara County housing law can help tenants understand how a landlord's non-compliance with registration requirements might be relevant to other housing issues they are experiencing.
