Lackawanna, N.Y., Code of Ordinances ch. 177 § 177-10
Duties of certificate holder
Operative Text
Every holder of a rental dwelling unit registration certificate shall A. Conspicuously post the certificate in a protected mounting in the public corridor, hallway, or lobby of the building for which the certificate was issued. This posting shall be in a common entrance. If no common entrance exists, then posting shall be made at the entrance of each dwelling unit. In the alternative to such posting, the license shall be produced by the owner at the request of a tenant, a prospective tenant, or upon demand of the Director. B. Conform with all other applicable state, county, and City laws and ordinances on matters not specifically addressed in this chapter.
Under Lackawanna, N.Y., Code of Ordinances ch. 177 § 177-10, every holder of a rental dwelling unit registration certificate is required to make that certificate visible to residents and visitors by posting it prominently in a shared entryway, hallway, or lobby. If no common entrance exists, the certificate must be posted at each individual unit's entrance, though as an alternative the owner may produce the certificate on request from a tenant, prospective tenant, or the Director. Certificate holders are also required to comply with all other applicable state, county, and City laws and ordinances on matters not covered by Chapter 177.
Plain English — not legal advice.
Operators subject to § 177-10 of Lackawanna's Code generally keep their rental dwelling unit registration certificate displayed in a protected mounting in a shared corridor, hallway, or lobby so it is readily visible. Where no common entrance exists, compliant operators post the certificate at each unit's entrance or, alternatively, keep the certificate accessible so it can be produced immediately upon request by a tenant, prospective tenant, or the Director. Maintaining compliance with all other applicable state, county, and City laws and ordinances is also a duty imposed by this section, making it important for operators to stay current with requirements beyond Chapter 177 itself.

Under § 177-10, tenants and prospective tenants have the right to see the rental dwelling unit registration certificate — either posted conspicuously in a common area or produced by the owner upon request. If a certificate is not posted and an owner refuses to produce it on request, that may indicate a compliance issue worth noting. Tenants who believe this provision is being violated can contact the City of Lackawanna's relevant municipal office, consult a local tenant-rights organization, or raise the issue as part of any broader housing complaint process available to them.
