(3) The owner and/or managing agent must present the previous rental permit at the time that the new landlord registration statement is submitted. B. The fee schedule applicable to the inspections required by this article shall be set forth in the fee schedule to be established by resolution of the Common Council of this City.
Kingston, N.Y., Code of Ordinances ch. 332 § 332-9 establishes that no rental property in Kingston may be lawfully occupied unless the owner holds a valid rental permit issued by the Building Department. The permit is tied to the landlord registration statement and remains valid until a new registration is required — such as upon a change of ownership. Inspection fees associated with the permit process are set by resolution of the City's Common Council rather than fixed in the ordinance itself.

Under Kingston, N.Y., Code of Ordinances ch. 332 § 332-9, compliant rental property owners obtain a rental permit from the Building Department before allowing any occupancy, ensuring their landlord registration statement is current and on file. When ownership changes or a new registration statement is due, operators present the previous rental permit at the time of submission. Staying current with the fee schedule — set by Common Council resolution — is also part of maintaining a valid permit.
