Kingston, N.Y., Code of Ordinances ch. 332 § 332-2
Registration of owner
Operative Text
A. The owner of a property constituting a rental property shall register the same with the Building Department within 60 days of the effective date of this article on a form approved by the Building Department. This form shall be known as a "landlord registration statement" which shall be signed by the owner under oath. B. It shall be unlawful for any owner to offer any unit for rent, or to rent any unit, or to allow any rental unit to be occupied without having first registered pursuant to this article as required herein within the time prescribed for such registration. Failure to receive notice of the registration deadline will not excuse failure to register rental property. It is the owner's responsibility to fulfill the requirements of this article.
Kingston, N.Y., Code of Ordinances ch. 332 § 332-2 requires that owners of rental properties register with the Kingston Building Department by submitting a signed, sworn landlord registration statement within 60 days of the article's effective date. Once that deadline passes, it is unlawful to offer, rent, or allow occupancy of any unit without having completed registration first. The rule places the responsibility for timely registration squarely on the owner, meaning a lack of notice about the deadline is not a valid excuse for non-compliance.
Plain English — not legal advice.
Under Kingston, N.Y., Code of Ordinances ch. 332 § 332-2, compliant rental property owners obtain and complete the Building Department's approved landlord registration statement, sign it under oath, and submit it within the prescribed 60-day window. Operators generally treat registration as a prerequisite step before advertising, leasing, or allowing any tenant to move into a unit. Because the ordinance explicitly states that failure to receive notice does not excuse non-registration, diligent owners proactively confirm their registration status with the Building Department rather than waiting for outreach.
