Kenmore Village Code ch. 12, art. V § 12-84 establishes the registration process that owners of residential rental units must complete to obtain a rental certificate. The form requires basic identifying information—owner name and legal address, property address, and unit count—and must be signed by the owner. Owners who are not natural persons or who live outside Erie County must also designate a local agent (a natural person, at least 21 years old, residing or working in Erie County) to receive violation notices and legal process, and must file an amended form whenever that agent changes.

For Property Managers

Under Kenmore Village Code ch. 12, art. V § 12-84, compliant rental property operators complete and sign the official registration form with accurate owner information, property address, and unit count before operating a rental unit. Operators who are entities (such as LLCs or corporations) or who live outside Erie County additionally name a qualifying local agent on that form and keep the designation current by filing an amended registration whenever the agent changes. Maintaining an up-to-date registration—including a valid local agent where required—is a standard part of ongoing compliance with Kenmore's residential rental certificate program.

For Tenants

Kenmore Village Code ch. 12, art. V § 12-84 requires that rental property owners register their units and, in certain cases, designate a local agent who can receive official notices and legal documents on the owner's behalf. This registration requirement means tenants generally have a means of identifying a responsible local contact for the property, which can be relevant when violations arise or legal action is needed. Tenants who believe a landlord has not complied with Kenmore's registration requirements may wish to contact the relevant village code enforcement office or consult a tenant-rights organization to understand available options.
