Section 150-9 of Johnstown, N.Y., Code of Ordinances ch. 150 establishes several administrative rules governing the Fair Housing Law as a whole. It allows the City Council to update or repeal the chapter through a public notice-and-hearing process, sets the chapter's standards as minimum requirements (meaning stricter rules from other sources take precedence), and provides that if any single part of the chapter is found invalid, the rest remains in force. The chapter is formally titled 'The City of Johnstown Fair Housing Law.'
Plain English — not legal advice.
Property owners and managers operating in Johnstown should be aware that ch. 150 § 150-9 designates the Fair Housing Law's requirements as a floor, not a ceiling — where any other applicable rule, regulation, or ordinance imposes a higher standard, that higher standard controls. Compliant operators generally track not only this chapter but also any overlapping local, state, or federal requirements to ensure they are meeting the most restrictive applicable standard. Because the City Council can amend the chapter after public notice and hearing, staying informed about council proceedings is a routine part of responsible property management in Johnstown.

Under ch. 150 § 150-9, the protections in Johnstown's Fair Housing Law represent minimum guarantees, so tenants may be entitled to additional protections if another applicable rule sets a higher standard. The severability provision in § 150-9(C) means that even if one part of the chapter were struck down, the remaining protections would still be enforceable. Tenants who believe their fair housing rights have been affected can explore options such as contacting a local tenant-rights organization, reaching out to the Johnstown City Council, or consulting resources provided by state or federal fair housing agencies.
