Property owners and managers operating incinerators in Jamestown must ensure their equipment meets every requirement listed in § 215-35, including adequate capacity, auxiliary fuel capability for complete combustion, a spark arrestor on the flue, and a connection to an approved chimney or smokestack. Compliant operators also keep service openings unobstructed and accessible to building occupants. Durable warning signs prohibiting highly flammable substances must be posted near each service opening and kept legible at all times.

Under § 215-35 of Jamestown's Code of Ordinances, building occupants are entitled to incinerator service openings that are readily accessible and clearly marked with warnings about flammable materials. If an incinerator appears to lack proper safety features—such as a spark arrestor, adequate signage, or a clear connection to an approved chimney—tenants may report the condition to the appropriate Jamestown code enforcement or housing inspection office. Tenant-rights organizations can help identify the correct local agency and explain what documentation may be useful when raising a housing code concern.
