A. If a property is in violation of any provision of this chapter, the owner of the property shall be guilty of an offense. In addition, any other person who shall violate any provision of this chapter shall be guilty of an offense. Each day’s continued violation constitutes a separate offense unless otherwise provided herein. Each offense shall be punishable by a fine of not less than $100 nor more than $250 unless otherwise provided herein. B. Every person who shall fail to comply with a violation order issued by the Director of Planning and Development or designee within the time limit stated shall be guilty of an offense and, upon conviction, shall be punishable by a fine of not less than $250 nor more than $500. Each day that a violation continues shall be a separate offense.
Section 210-86 of Ithaca's Code of Ordinances Chapter 210 establishes that any violation of the chapter's housing provisions constitutes an offense, with each day a violation continues counting as a separate offense. Initial offenses carry fines ranging from $100 to $250 per day. If a person fails to comply with a violation order issued by the Director of Planning and Development within the stated time limit, the daily fine increases to a range of $250 to $500 per day upon conviction.
Plain English — not legal advice.
Under § 210-86, property owners found in violation of Chapter 210 face daily fines starting at $100 and reaching up to $250 for each day a violation persists. If the Director of Planning and Development issues a formal violation order, compliant operators act promptly within the stated deadline to avoid the elevated fine tier of $250 to $500 per day. Keeping records of corrective actions and maintaining open communication with the Planning and Development office are practices generally associated with resolving violations before they escalate.

Section 210-86 establishes that housing code violations under Chapter 210 are enforceable offenses, meaning landlords who fail to correct problems can face escalating daily fines imposed by the City of Ithaca. Tenants who believe their property is in violation may report conditions to the Director of Planning and Development, whose office has authority to issue formal violation orders that trigger the higher penalty tier. Tenant-rights organizations in the Ithaca area can help residents understand how this provision interacts with other protections and what general options exist for addressing unresolved housing conditions.
