Plain English

Section 210-11 of Ithaca's Code of Ordinances Chapter 210 establishes minimum physical standards for public spaces in residential buildings. These spaces must have ceilings at least seven feet six inches high, must be supplied with artificial lighting (with specific wattage and fixture-spacing requirements for stairs, stairways, and passageways), and must receive either natural or mechanical ventilation meeting the code's standards. The rules are designed to ensure that shared areas used by building occupants remain safe, adequately lit, and properly aired at all times.

For Property Managers

Operators of residential properties in Ithaca should ensure that all public spaces covered by Ch. 210 § 210-11 meet the ceiling-height minimum of seven feet six inches from finished floor to finished ceiling. Lighting in shared stairs, stairways, and passageways must be electric, always available, and installed so that fixtures are no more than 30 feet apart and no wall is more than 15 feet from a fixture, with wattage calculated according to the incandescent or fluorescent formulas specified in the ordinance. Ventilation in public spaces must satisfy either the natural-ventilation standard set for habitable space or an equivalent mechanical system, and routine inspections can help confirm ongoing compliance.

For Tenants

Tenants in Ithaca have a right to public spaces—such as hallways, stairways, and passageways—that meet the lighting, ventilation, and ceiling-height standards set out in Ch. 210 § 210-11. If shared areas appear to fall short of these requirements, such as stairwells that are poorly lit or passageways with inadequate ventilation, residents may report concerns to the City of Ithaca's code enforcement office, which is responsible for inspecting and enforcing these standards. Tenant-rights organizations in the Ithaca area can also help residents understand what documentation to gather and what options are generally available when a building appears to be out of compliance.
