Plain English

Section 178-50 of Hornell's Code of Ordinances establishes minimum space and safety standards for mobile homes. It sets occupancy limits tied to habitable floor area (starting at 150 square feet for one or two occupants, with 80 additional square feet required per person beyond three), requires ceiling heights of at least seven feet over half the floor area, mandates moisture-resistant bathroom floors and privacy provisions, prohibits using bathrooms, kitchens, or kitchenettes as sleeping areas, and requires both a primary exit and a separate emergency exit. These rules define the baseline habitability conditions that a mobile home must meet under Hornell's local code.

For Property Managers

Operators of mobile homes in Hornell should ensure that occupancy levels never exceed the floor-area thresholds set out in § 178-50, calculating habitable space while excluding cooking areas. Compliant operators maintain ceiling heights meeting the seven-foot standard over at least half the floor area, equip bathrooms and toilet rooms with moisture-resistant flooring and adequate privacy, and keep both the primary and emergency exits clear and functional at all times. Kitchens, kitchenettes, bathrooms, and toilet rooms must never be designated or used as sleeping quarters under this provision.

For Tenants

Under § 178-50 of Hornell's Code of Ordinances, tenants in mobile homes have a right to living conditions that meet minimum space, ceiling height, bathroom, and exit standards. If a mobile home appears to be overcrowded beyond the floor-area limits, lacks proper exits, or has bathrooms being used as sleeping areas, these conditions may constitute code violations that can be reported to Hornell's local code enforcement office. Tenants who believe their home falls short of these standards may also consult a local tenant-rights organization to understand what documentation and complaint options are available to them.
