Hornell, N.Y., Code of Ordinances ch. 178 § 178-19
Prohibited accumulations and storage
Operative Text
It shall be prohibited: A. To accumulate or store on residential premises, except in approved locations, any highly flammable or explosive matter, such as paints, volatile oils, cleaning fluids and similar materials, or any combustible refuse liable to spontaneous combustion, such as wastepaper, boxes, rags or similar materials. B. To accumulate or store materials on fire escapes or stairs, in stairways or passageways, at doors or windows or in any other locations where, in the event of fire, such materials may obstruct egress of occupants or interfere with fire-fighting operations.
Section 178-19 of Hornell's Code of Ordinances prohibits the storage of highly flammable or explosive materials—such as paints, volatile oils, and cleaning fluids—on residential premises except in approved locations. It also bars the accumulation of combustible refuse, like wastepaper, boxes, and rags, that could ignite on its own. Additionally, the provision forbids placing any materials on fire escapes, stairs, stairways, passageways, doorways, or windows where they could block residents from exiting or hinder firefighting efforts during an emergency.
Plain English — not legal advice.
Operators of residential properties subject to § 178-19 of Hornell's Code of Ordinances generally ensure that flammable or explosive substances and combustible refuse are stored only in designated, approved locations away from living areas. Compliant property managers routinely inspect fire escapes, stairways, passageways, and exit points to confirm they remain clear of any stored materials at all times. Maintaining clear egress routes and proper storage practices is a standard part of ongoing property management under this provision.
