Section 176-2 of Hornell, N.Y., Code of Ordinances ch. 176 establishes the foundational definitions that govern the rest of the chapter. 'Housing accommodation' is defined broadly to cover any building, structure, or portion thereof used or intended to be used as a home, residence, or sleeping place. 'National origin' expressly includes ancestry, and 'person' encompasses individuals as well as entities such as partnerships, corporations, and their legal representatives. Singular terms in the chapter are also understood to include the plural where context calls for it.
Plain English — not legal advice.
Under § 176-2 of Hornell's Code of Ordinances ch. 176, the broad definition of 'housing accommodation' means that the chapter's requirements generally apply to a wide range of residential properties, not just traditional apartment buildings. Compliant operators familiarize themselves with these definitions early, since terms like 'person' and 'national origin' shape how the chapter's substantive obligations and protections are interpreted throughout. Understanding that 'national origin' includes ancestry helps operators recognize the full scope of characteristics protected under this chapter.

Section 176-2 of Hornell, N.Y., Code of Ordinances ch. 176 sets out definitions that determine who and what is covered by the chapter's protections. Because 'housing accommodation' is defined broadly, a wide variety of living situations may fall within the chapter's scope. Tenants who believe a provision of ch. 176 applies to their situation can consult a local tenant-rights organization or the relevant municipal office to better understand how these definitions affect the protections available to them.
