For Property Managers

Operators of rental housing in Gloversville must ensure that every dwelling unit meets the floor-area thresholds set out in § 170-8 before placing occupants. Compliant operators calculate habitable floor area accurately, accounting for the rule that closets and hallways may satisfy no more than 10% of the required total, and they verify that each sleeping room meets the per-occupant minimums based on occupant age. Cellar spaces must not be rented or offered as habitable rooms or dwelling units under any circumstances, though below-grade play or recreation rooms are permitted.

For Tenants

Under § 170-8 of Gloversville's Code of Ordinances, tenants have a right to occupy units that meet minimum habitable floor-area standards, including specific minimums for sleeping rooms based on the number and ages of occupants. If a unit appears to fall short of these space requirements, tenants may report the condition to the appropriate local code enforcement or housing authority in Gloversville, which has authority to inspect and address violations. Tenant-rights organizations can help residents understand how these standards apply and what options exist for raising a space-requirement violation.
