Gloversville, N.Y., Code of Ordinances ch. 170 § 170-3
Applicability and nonapplicability
Operative Text
A. Applicability. Every building used in whole or in part as a dwelling unit or as two or more dwelling units or used in whole or part as a rooming house shall conform to the requirements of this chapter, irrespective of other uses in such building and irrespective of when such building may have been constructed, altered or repaired. B. Nonapplicability. Tourist camps, farm labor camps, travel trailers, campers, recreational vehicles, tents, and manufactured home parks are not permitted for dwelling purposes within the boundaries of the City of Gloversville. A dwelling shall mean any person or persons living in a structure for a period of more than 30 days per calendar year.
Gloversville, N.Y., Code of Ordinances ch. 170 § 170-3 establishes which residential structures must comply with the city's housing code. Any building used fully or partly as one or more dwelling units, or as a rooming house, must meet the chapter's requirements regardless of when it was built, altered, or repaired. At the same time, the provision excludes certain temporary or mobile accommodations—such as tourist camps, travel trailers, recreational vehicles, and manufactured home parks—from being used as dwellings within city limits, and defines a 'dwelling' as any structure where someone lives for more than 30 days in a calendar year.
Plain English — not legal advice.
Under § 170-3, property owners and managers in Gloversville must ensure that every building they operate as a dwelling unit, multi-unit residence, or rooming house conforms to the requirements of ch. 170, no matter how old the structure is or what renovations it has undergone. Compliant operators generally audit all of their properties to confirm that no units fall outside the chapter's scope and that no prohibited dwelling arrangements—such as renting out recreational vehicles or manufactured home park spaces for residential use—are occurring on their land. Because the provision applies irrespective of construction date, operators of older buildings typically pay particular attention to bringing legacy structures into compliance.

Section 170-3 of Gloversville's Code of Ordinances means that if you have been living in a building—whether a single-unit home, a multi-unit apartment, or a rooming house—for more than 30 days in a calendar year, that structure is covered by the city's housing code and must meet its standards. Tenants who believe their building is not being maintained in accordance with ch. 170 may have grounds to raise a code-compliance concern with the appropriate local enforcement authority in Gloversville. Tenant-rights organizations and legal aid services can help residents understand what options are generally available when a covered dwelling does not meet the chapter's requirements.
