Property owners and managers operating under Gloversville, N.Y., Code of Ordinances ch. 170 § 170-10 generally ensure that all exterior ventilation doors are fitted with properly functioning screens and self-closing hardware before May 1 each year. Compliant operators also maintain permanent screens or rodent-blocking devices on all basement and cellar openings throughout the year. Because the provision allocates extermination responsibility between owners and occupants depending on circumstances, operators typically document the condition of screens and pest-control measures as part of routine property inspections.
