For Property Managers

Operators of rental properties in Glens Falls are generally expected to ensure that all plumbing fixtures covered under § 128-8 are properly installed, connected to approved water and sewer systems, and kept in good working order throughout the tenancy. Compliant property managers routinely verify that each dwelling unit contains a private bathroom and a properly plumbed kitchen sink, and that hot-water systems consistently deliver water at or above 140°F. Rooming house operators typically track the ratio of sleeping rooms to shared plumbing fixtures to maintain the one-per-six-rooms minimum required by this section.

For Tenants

Under § 128-8 of the Glens Falls Code of Ordinances, tenants are entitled to functioning plumbing fixtures—including a private toilet, lavatory, and bathtub or shower—as well as a kitchen sink connected to both hot and cold water, with hot water reaching at least 140°F. If these conditions are not met, tenants may have grounds to report the deficiency to the appropriate Glens Falls code enforcement or housing authority. Tenant-rights organizations can help residents understand available options, such as filing a formal complaint or raising a code violation as a defense in relevant proceedings.
