For Property Managers

Under Glens Falls, N.Y., Code of Ordinances ch. 128 § 128-5, the property maintenance code is designed to be read expansively, meaning city inspectors and officials are empowered to interpret its requirements broadly when evaluating compliance. Operators who maintain properties to at least the minimum standards set out in ch. 128 and who cooperate with authorized inspections generally align with the chapter's intent. Because the code explicitly reserves the City's right to access properties and perform repairs when welfare is at risk, compliant operators typically keep records of maintenance activity and respond promptly to any notices from the City.

For Tenants

Glens Falls, N.Y., Code of Ordinances ch. 128 § 128-5 signals that the property maintenance code exists specifically to protect residents' health, safety, and welfare, and courts and officials are directed to interpret it liberally in furtherance of that goal. Tenants who believe their premises fall below the minimum maintenance standards described in ch. 128 may have grounds to raise those conditions as a concern with the City, which holds authority to inspect properties and compel repairs. Local tenant-rights organizations or legal aid services can help residents understand what options may be available when conditions appear to jeopardize health or safety.
