Plain English

Glens Falls, N.Y., Code of Ordinances ch. 128 § 128-25 requires that every multiple residence and rental duplex be equipped with approved smoke alarms in two distinct locations: inside each dwelling unit on the ceiling in a spot audible through closed sleeping-room doors, and in the hallways of each floor at intervals no greater than 50 feet. All alarms must meet approval standards from recognized testing laboratories and be designed to minimize false alarms while reliably detecting smoke. The cost of installing and maintaining these alarms falls entirely on the property owner, not on tenants or the City.

For Property Managers

Under Glens Falls Code § 128-25, compliant property owners ensure that every dwelling unit has at least one ceiling-mounted smoke alarm bearing approval from Underwriters' Laboratories, Factory Mutual, or an equivalent laboratory accepted by the Building Inspector, positioned so the alarm is audible in sleeping rooms with doors closed. Owners also install hallway alarms on every floor, spacing them so no more than 50 feet of corridor goes uncovered, and verify that each alarm is audible inside adjacent units with unit doors closed. All installation, testing, and ongoing maintenance costs are borne by the owner, and records of alarm condition and upkeep are generally part of a sound property-management practice.

For Tenants

Section 128-25 of the Glens Falls Code establishes that tenants in multiple residences and rental duplexes have a right to functioning, properly placed smoke alarms provided and maintained at the landlord's expense — not the tenant's. If alarms appear to be missing, improperly located, or in disrepair, tenants can document the condition and report concerns to the Glens Falls Building Inspector's office, which oversees compliance with this provision. Tenant-rights organizations can also help residents understand what options exist, such as raising a code-compliance issue through local housing channels.
