Plain English

Section 128-23 of the Glens Falls Code of Ordinances establishes the intent behind the city's fire safety rules for multiple residences and rental duplexes. The article is specifically designed to fill a regulatory gap by extending fire safety requirements to older buildings that were built before modern construction codes applied to them. Certain buildings listed in § 128-24 are carved out of these requirements because they are already considered compliant with other applicable fire regulations.

For Tenants

Section 128-23 signals that Glens Falls has affirmatively extended fire safety protections to residents of older multiple residences and rental duplexes that might otherwise fall outside modern construction-code requirements. Tenants living in such buildings can look to this article as the basis for fire safety standards their landlord is expected to meet, and may raise concerns about non-compliance with the appropriate city authority. Tenant-rights organizations familiar with local housing codes can help residents understand how the protections under Chapter 128 apply to their building.
