Plain English

Glen Cove Code ch. 168 § 168-9 establishes a classification system that sorts buildings into categories based on how they are used or occupied. Single- and two-family homes form one category, while a broad range of multi-unit residential arrangements—from apartment houses to dormitories—fall under the multiple dwellings category. Buildings that mix residential and non-residential uses are treated as a hybrid: the residential portions follow multiple-dwelling rules, and the non-residential portions are governed by the New York State Uniform Fire Prevention and Building Code, with all structural, mechanical, and fire-protection components held to applicable standards to protect residents' health and safety.

For Property Managers

Property owners and managers operating in Glen Cove should understand that § 168-9 of ch. 168 determines which regulatory framework applies to their building based on its actual use and occupancy. Operators of mixed-use properties in particular need to be aware that the residential portions of their buildings are treated as multiple dwellings, while non-residential portions must comply with the New York State Uniform Fire Prevention and Building Code. Compliant operators generally ensure that all structural, mechanical, electrical, and fire-protection systems throughout a mixed-occupancy building meet the standards required under both frameworks to safeguard residential occupants.

For Tenants

Glen Cove Code ch. 168 § 168-9 is relevant to tenants because the classification assigned to a building determines which safety and habitability standards apply to it. Tenants living in apartment houses, rooming houses, dormitories, or other multi-unit arrangements are covered under the multiple-dwelling classification, which carries specific protections for health, safety, and welfare. Tenants who believe their building is misclassified or that required safety standards are not being met may consider contacting Glen Cove's local code enforcement office, consulting a tenant-rights organization, or raising the classification issue as part of a broader housing complaint.
