Plain English

Glen Cove, N.Y., Code of Ordinances ch. 168 § 168-82 places a set of housing-standard responsibilities directly on the people who occupy a dwelling, not solely on the property owner. Occupants are expected to keep their unit and its fixtures clean, sanitary, and safe; keep exits clear; dispose of garbage properly; address pest problems; and manage pets appropriately. The rule also requires that occupants use the premises only for its lawfully permitted purpose and stay within applicable occupancy limits.

For Property Managers

Under § 168-82, Glen Cove's housing code assigns certain maintenance and conduct obligations to occupants themselves, which can be relevant when a landlord is evaluating lease compliance or responding to a code-inspection finding. Operators generally document the condition of a unit at move-in and move-out, include lease language that mirrors the occupant duties listed in § 168-82, and maintain records showing which responsibilities belong to the tenant by law. Keeping clear records helps distinguish between conditions caused by occupant conduct and those attributable to the building's physical systems.

For Tenants

Section 168-82 of Glen Cove's Code of Ordinances ch. 168 makes clear that occupants share responsibility for certain housing conditions—such as sanitation, pest control, proper garbage disposal, and keeping exits unobstructed—within the space they occupy. Tenants who believe a landlord is incorrectly attributing a code violation to them, or who have questions about how these duties interact with a landlord's own obligations, may find it useful to review the full text of Part 2 of ch. 168 or reach out to a local tenant-rights organization. Raising the specific language of § 168-82 can be relevant when contesting a notice or responding to a complaint about unit conditions.
