Glen Cove, N.Y., Code of Ordinances ch. 168 § 168-52
Applicability
Operative Text
A. This Part 2 shall apply to the provisions and to premises within the scope of this chapter. B. Notwithstanding any of the requirements of this chapter, premises, buildings or structures which do not conform thereto, in whole or in part, on the effective date, and which require substantial alterations or installations to satisfy any such requirements, although in violation thereof, a reasonable period of time shall be provided, up to one year after the effective date, within which premises, buildings or structures are to be made to conform, except if a building or structure is found to be dangerous and unsafe, in which event, prompt compliance with the requirements herein provided shall be undertaken and carried out.
Glen Cove Code of Ordinances ch. 168 § 168-52 establishes which premises fall under Part 2 of the chapter and sets a transition timeline for properties that were not already in compliance when the chapter took effect. Properties needing substantial work to meet the chapter's requirements were generally given up to one year from the effective date to come into conformance. However, any building or structure deemed dangerous or unsafe is not entitled to that grace period and must address the hazardous conditions promptly.
Plain English — not legal advice.
Under § 168-52, property owners whose buildings were out of compliance at the time Glen Cove's ch. 168 took effect were generally afforded up to one year to complete the necessary alterations or installations. Compliant operators typically document the scope of required work and track progress against that transition deadline. Importantly, if a property is found to be dangerous or unsafe, the extended timeline does not apply, and operators are expected to move quickly to remedy those conditions.

Section 168-52 of Glen Cove's Code of Ordinances ch. 168 means that tenants living in buildings that were non-compliant when the chapter became effective should be aware that landlords had a limited window—generally up to one year—to bring those premises into conformance. If a building was identified as dangerous or unsafe, no such grace period applied and prompt corrective action was required. Tenants who believe their building remains out of compliance or poses safety hazards may consider contacting the Glen Cove housing or code enforcement office, or reaching out to a local tenant-rights organization for guidance on available options.
