Glen Cove, N.Y., Code of Ordinances ch. 168 § 168-23
Prohibited accumulations and storage
Operative Text
A. No highly flammable or explosive matter, such as paints, volatile oils and cleaning fluids, or combustible refuse, such as wastepaper, boxes and rags, shall be accumulated or stored on residential premises, except in spaces in conformance with of § 168-25D . B. Nothing shall be placed, accumulated or stored on residential premises which obstructs egress from stairways, passageways, doors, windows, fire escapes or other means of exit, or interferes with the use of fire-fighting equipment or performance by fire-fighting personnel.
Glen Cove Code ch. 168 § 168-23 establishes two related prohibitions for residential premises. First, it bars the accumulation or storage of highly flammable or explosive materials—such as paints, volatile oils, cleaning fluids, wastepaper, boxes, and rags—except in spaces that meet the requirements of § 168-25D. Second, it prohibits placing any items in locations that would block exits like stairways, doors, windows, or fire escapes, or that would interfere with firefighting equipment or personnel.
Plain English — not legal advice.
Operators of residential properties subject to Glen Cove Code ch. 168 § 168-23 generally maintain clear, unobstructed pathways through all stairways, corridors, doors, windows, and fire escapes at all times. Compliant operators also ensure that flammable or explosive materials—including paints, volatile oils, and cleaning fluids—are stored only in spaces that conform to § 168-25D, and they routinely inspect common areas and storage spaces to confirm no combustible refuse has accumulated. Documenting regular inspections and communicating storage rules to residents are practices commonly associated with ongoing compliance.

Under Glen Cove Code ch. 168 § 168-23, tenants have an interest in residential premises that are free from dangerous accumulations of flammable materials and from obstructions to exits and fire escapes. If a tenant observes conditions that appear to violate this provision—such as blocked stairways or improperly stored combustible materials—they may report those conditions to the appropriate Glen Cove municipal or code-enforcement authority. Tenants who believe a violation affects their safety or habitability may also wish to consult a tenant-rights organization to understand how § 168-23 intersects with other housing code protections.
