Operative Text
A. Required statement. Each owner, lessee, agent or manager of a multiple dwelling, boardinghouse, rooming house and lodging house shall file a statement with the Building Department containing information by name and address upon whom legal process can be made. B. Sign. Each owner, lessee, agent or manager of a multiple dwelling, boardinghouse, rooming house and lodging house, shall post at a conspicuous location at the entrance to such building a sign measuring not less than three inches by five inches in size, containing in legible print the name and address of the owner, lessee, agent or manager, as the case may be, and if the name and address upon whom legal process can be made is other than the name and address stated heretofore, then in such event, such sign shall also include the name and address upon whom legal process can be made. C. Form of statement. Each owner, lessee, agent or manager of a multiple dwelling, boardinghouse, rooming house and lodging house, in compliance with and as provided for in Subsection A of this section, shall complete and sign under oath a statement in the manner as follows.
Glen Cove Code ch. 106 § 106-5 requires that owners, lessees, agents, or managers of multiple dwellings, boardinghouses, rooming houses, and lodging houses take two distinct steps: file a sworn statement with the Building Department identifying who can receive legal process on behalf of the property, and post a physical sign at the building's entrance displaying the responsible party's name, address, and—if different—the name and address of whoever is designated to receive legal process. The sign must be at least three inches by five inches and printed legibly. This rule ensures that tenants, courts, and government agencies can readily identify a legally reachable contact for the property.

Operators of covered properties under Glen Cove Code ch. 106 § 106-5 generally maintain compliance by completing and signing the required sworn statement and submitting it to the Glen Cove Building Department, keeping that information current whenever ownership or management changes. A compliant operator also keeps a properly sized (minimum 3" × 5") sign posted conspicuously at the building entrance, making sure the sign reflects accurate names and addresses—including a separate legal-process contact if that person differs from the named manager or owner. Routine checks of both the filed statement and the posted sign help ensure the information stays accurate and legible over time.

Under Glen Cove Code ch. 106 § 106-5, tenants in multiple dwellings, boardinghouses, rooming houses, and lodging houses have a right to see a clearly posted sign at their building's entrance identifying who is responsible for the property and who can be served with legal process. If no such sign is present, or if the Building Department's filed statement appears to be missing or outdated, tenants can contact the Glen Cove Building Department to inquire about compliance. Tenant-rights organizations familiar with Glen Cove ordinances can help residents understand how this disclosure requirement may be relevant to other housing concerns they face.
